Walter Ansel Carter beloved and cherished son, brother, husband, father and friend died from natural causes on June 7, 2025 in Indianapolis, Indiana. He was 76 years old.
Walter Ansel Carter, affectionately known by family and close friends as “Chipper”, was born on July 28, 1948 to the union of Arthur Carter, Sr. and Bessie L. Kirby. Both preceded Walter in death. He was their first born of three children. Also preceding him in death was his wife, Alice Sayles Carter, and niece Velvet Day.
Walter graduated from Kokomo High School in 1967 and shortly thereafter enlisted into the US Army. He proudly served his country with tours of duty in Vietnam and Thailand. He concluded his military service with an Honorable discharge in March 1973.
After returning to Indiana Walter began his pursuit of advanced education, receiving an Associate Degree from Vincennes University in 1974 and a BS Degree from Indiana State University in December 1976. While working fulltime in St Louis, he furthered his education earning an MBA from Fontbonne University in 2004.
Professionally, Walter had a long, successful and varied career, employed by General Motors and Cooper Standard Corporations in supervisory and quality engineering positions.
Walters’s commitments to kindness and charity and civic awareness actions have always been on full display throughout his life. He was a full life member of the NAACP and Omega Psi Phi Fraternity Inc. Before his health issues surfaced, he was also an active member of St. Monica’s Catholic Church.
Walter is survived by his brother Arthur C Carter, Jr. of Grand Blanc, Michigan, his sister Joyce Mitchell of Indianapolis and his daughter, Alexandria Franks of St. Louis, Missouri, two granddaughters, Carter Franks and Kinley Franks. Walter leaves behind several other relatives and friends who will miss the joy of his presence.
